Primary purpose: protecting bumpers/undercarriage.
Target lift: 2/2.5inches
Is getting a budget lift worth it(spacers)? or should i spend extra and get a whole spring+shock system?
appreciate thoughts.

Re: JKU - budget boost worth it?
Budget boost on its own without longer shocks is robbing you some down travel (of the stock shocks) from ride height.
And you are risking overcompression of your stock springs without extending your bump stops the same amount your spring spacer have lifted your Jeep.
Cheap solution would be a complete budget boost kit with the right shocks and the right bump stop extensions. That would not be bad at all.
Examples:

minimum: (because of shock extenders for stock shocks)
