You can inspect your car in RTA Dubai and then carry on the whole process in Abu Dhabi with no issues

I did mine in April in AD. Removed winch, bumper and exhaust and passed even with 2.5 lift and LED truck lights. Only thing they complained about "where is other seats, it should be 4 seats but there isn't back seat"

Did mine in January in Abu Dhabi, changed nothing, went through without a hitch. Hopefully it has not got more severe since then.
