This is a very nice rack -it's the Garvin Wilderness Off Road Series Expedition Rack for the JK.
We carry Garvin, but unfortunately don't have this one in stock right now
But we can get it!

"Jeep® Off Road Series Expedition Racks are available for the new 2007 JK Wrangler®, CJ-7®, Wranglers®, Unlimited: Soft Top and Hard Top. Now you can haul more gear and still offer the convenience of easily lowering or raising the soft top.
The Expedition Rack, from Garvin Industries, has a specially engineered tilting feature*, enabling one person to raise the unloaded Rack for lowering or raising the soft top.
The Rack is constructed from 3/4” square steel tubing. Support brackets are made from heavy duty 1” square steel tubing."
